Can be used as a
stationary floor flange but needs to  be bolted or anchored into a concrete foundation or hard ground.
This base can also  be used to mount your wind turbine to concrete or hardened ground. Just cut your post to length, set inside and use the set screw to mount in place. This floor flange is made of malleable galvanized cast steel and is rust-resistant. In my other listing , I sell a  small  pole adapter pipe that fits into the flange and will allow a pipe to screw on.
The flange must be secured using anchor bolts or stakes for hardened ground (not included). Likely will not be sturdy enough for a large/heavy wind turbine, but for a smaller style this  can act as a base if carefully secured to concrete.
